New Customer Requirements
- A deposit is required for each water meter in the city.
- The City will not turn service on to an address unless it has a 0 (zero) balance.
- Renters must pay a $25.00 non-refundable service fee and a $150.00 deposit, which will be refunded on the final bill with interest.
- Property owners must pay a $25.00 non-refundable service fee and a $50.00 deposit, which will be automatically refunded on your water bill with interest after one year.
- Reconnection fee for service that has been disconnected for non-payment: $50.00
When applying for water service you must come into the office and fill out and sign a deposit card. The information that we require is as follows:
- Driver's license/ID card
- Social Security number
- Date of Birth
- Phone Number
- Mailing and service address
- Property owner name
Arrangements must be made to have someone at the residence to have the water turned on. The City will not turn water on if no one is present. A time to meet one of our workers will be assigned when you come in to pay the deposit. If you come into the office in the morning, the earliest the meter can be turned on is the same afternoon. If you come into the office in the afternoon, the earliest time would be the following morning.

Letter From the Mayor - October 6th, 2011
Flatwoods Citizen:
The Flatwoods City Council has voted to increase the sewer rate by 25%, effective with the November bill.
The Greenup County Environmental Commission (sewage processing treatment plant) has changed their rate structure effective July 1, 2011. GCEC processes sewage and infiltration water for five (5) entities: City of Flatwoods, City of Raceland, City of Russell, and Sanitation Districts One & Two.
Instead of a flat rate for everyone, GCEC rates are $1.50 per thousand for every gallon that goes through each entities meter.
The City of Flatwoods bill has increased close to $40,000 for the past three months (July, August, and September). We had an increase of $19,000 for September alone.
The City estimates an additional increase of over $155,000 to GCEC for a total in the neighborhood of $600,000 per year.
With Flatwoods having more customers than the other entitites, we pay the largest portion of the GCEC budget but, each entity pays the same rate ($1.50) per thousand gallons.
